डायस्पोरा नेपालीहरुको नयाँ संस्था United Nepali Diaspora Organization (UNDO)/युनाइटेड नेपाली डायस्पोरा अर्गनाइजेशन-यूएनडीओ दर्ता भएको करिव डेढ बर्षपछि संस्थाले पहिलो अन्तराष्ट्रिय महाधिवेशन यहि डिसेम्बर २८ र २९ मा काठमाण्डौमा हुँदैछ।
UNDO को स्थापना र दर्ता
कानुनका बिज्ञहरु समेतको परामर्श लिएर मार्च २०२२ मा काठमाण्डौमा गैरआवासीय नेपाली संघका अग्रज, वर्तमान रुपमा लागि परेका एनआरएनहरुको छलफलले यूएनडिओ नामको सँस्था स्थापना गर्नुपर्ने निष्कर्षमा पुगेर यो संस्था स्थापना गरेको थियो। त्यसपछि दर्ता प्रक्रियाको लागि नेपाल सरकारको परराष्ट्र मन्त्रालयमा निवेदन दिंदा लामो समय लाग्यो। त्यसैले कानुनी रुपमा नेपालको सर्वोच्च अदालतमा अपिल गरियो।
जुलाई ३०, २०२३ आइतबारका दिन नेपालको सर्बोच्च अदालतले नेपाल सरकारको परराष्ट्र मन्त्रालयलाइ United Nepali Diaspora Organization (UNDO)/युनाइटेड नेपाली डायस्पोरा अर्गनाइजेशन-यूएनडिओ नामको सँस्था दर्ता गर्न दिएको निवेदन अनुसार दर्ता स्वीकृत गर्नु भन्ने आदेश दिएको थियो। सोहि आदेश अनुसार नेपाल सरकारको परराष्ट्र मन्त्रालयबाट विदेशमा बस्ने नेपाली र नेपाली मुलका नेपाली संबन्धि ऐन अन्तर्गत नै यो संस्था दर्ता गरेको हो। तर गैरआवासीय नेपाली संघ NRNA र UNDO बीच भने धेरै कुरा फरक छन्।
छोटो परिचय UNDO
नेपाल सरकारको परराष्ट्र मन्त्रालयको एनआरएन ऐन अन्तर्गत डायस्पोरा नेपालीहरु सदस्य र संलग्न हुनेगरी यो संस्था दर्ता भएको हो। संस्था गैरआवासीय नेपाली संघका पूर्वउपाध्यक्ष सोनाम लामाको अध्यक्षतामा United Nepali Diaspora Organization (UNDO) सँस्थाको स्थापना गरिएको थियो।
यसमा वास्तविक गैरआवासीय नेपालीहरुको संलग्नता हुने बैधानिक ब्यबस्था छ। तर कानुनी रुपमा दुइ बर्ष भन्दा धेरै समय सार्क मुलुक बाहिर बसेका सबै नेपाली र नेपाली मुलका व्यक्तिहरु संस्थाको सदस्य बन्न पाउने छन्। नेपालको एनआरएन ऐनले एनआरएन को को हुन् भनेका वाक्यांस नै यहाँ लागु हुनेछ।
UNDO ले नेपालको दिगो सामाजिक–आर्थिक विकासको परिणामको लागि अग्रणी पहलहरू गर्न प्रतिबद्ध रहेको छ। संस्थाले नीति निर्माताहरू, नेतृत्वप्रदायी क्षमता भएका व्यवसायीहरु र सरोकारवालाहरूसंग मिलेर काम गर्दछ। यसले सबै नेपालीहरूलाई फाइदा पुग्ने बिषयहरुको पहिचान गरी कार्यान्वयनमा ल्याउनेछ जसले भावी पुस्ताहरूका लागि प्रगतिको विरासत सिर्जना गर्नेछ।
बिधान अनुसार संस्थाको अन्तराष्ट्रिय महाधिवेशन हरेक ३/३ बर्षमा नेपालमा भौतिक रुपमा उपस्थित भएर हुन्छ। यहि डिसेम्बर २८-२९ सम्म आयोजना गरिएको यो पहिलो महाधिवेशनले आगामी तीनबर्ष अर्थात २४-२७ सम्मको लागि नयाँ नेतृत्व समेत चयन गर्नेछ।
