सरकारले यो सदनप्रति देखाएको अनुत्तरदायी र जवाफहीन व्यवहारले आज म लज्जाबोध भएको छु। आजभन्दा पाँच महिना अघि गत साउन २१,२०८१ मा यही सदनमा उभिएर मैले नेपाल रेडक्रस सोसाइटीमा भइरहेको चरम भ्रष्टाचारको विषय उठाएको थिएँ। महिला बालबालिका मन्त्रालय, समाज कल्याण परिषद् को अध्ययन अन्तर्गत भएको १७औं छानविनको सत्रौं प्रतिवेदन सार्वजनिक गरियोस्, दोषी माथि कारबाही होस्, रगत माथिको अपराध, जग्गाको अपचलनको विषय, Blood bagको टेन्डर प्रक्रियामा भएको चलखेल र केन्द्रीय कार्यसमितिको वैधानिकताको विषयमा यो संस्कारसँग जवाफ मागेको थिए। यथेष्ट प्रमाण सहित प्रस्तुत गरेको थिएँ। तर न प्रतिवेदन सार्वजनिक गरियो न कारवाही भयो। न सरकार संवेदनशील देखियो न त सदन नै!
कुरा यतिमा मात्र सीमित भएन सभामुख महोदय, यो विषय पटकपटक अदालत पुग्यो, पटकपटक छानविन भयो तर कारबाही भने भएन।
अहिले माघ २४, २०८१ मा International Red Cross society को compliance and mediation committee (CMC) को ध्यानाकर्षण भई नेपाललाई पत्र आएको छ। सन् २०१९ देखि नेपाल रेडक्रस सोसाइटीको केन्द्रीय कार्यसमितिको रूपमा काम गर्न कानुनी अधिकार कोसँग छ भन्ने विषय नै विवादित भएको र यसले integrity issues उत्पन्न भएको छ। साथै नेपाललाई फेब्रुअरी 24 सम्म यो विषयको स्पष्टीकरण को डेडलाइन दिईएको भन्ने जानकारी आएको छ अन्यथा अन्तर्राष्ट्रिय महासङ्घबाट नेपाल रेडक्रस सोसाइटीको सदस्यता निलम्बन सम्म हुन सक्ने जानकारी आएको छ। सभामुख महोदय आज फागुण ६ गते भइसक्यो, फागुन १२ गतेसम्मको डेडलाइन भन्ने सुनिएको छ। भोलिबाट तीन दिन सदन चल्दैन। संसद नचलेको बेला पनि सरकार सुतेर नबसोस् यस विषयमा गम्भीर होस्। साथै मे २०२५ सम्म केन्द्रीय कार्य समितिको निष्पक्ष खोला निर्वाचन गराइसक्नुपर्ने समेत उल्लेख छ।
यति गम्भीर र संवेदनशील विषयलाई सरकारले अन्देखा गर्न मिल्दैन सभामुख महोदय। हजारौं लाखौं नागरिकहरूको रगत सङ्कलन, प्रशोधन, सञ्चार, वितरण र जनताको जीवनसँग जोडिएको विषयलाई यसरी राजनीतिक स्वार्थ र हस्तक्षेपको कारण Nepal Red Cross society जस्ता विशुद्ध नागरिकको सेवाको लागि खोलिएका लोक कल्याणकारी संस्थाहरू धराशाही हुने,भत्किने, नासिने, मासिने हो भने यो सरकारप्रति जनताको विश्वास कसरी रहला ? अन्तर्राष्ट्रिय समुदायमा हाम्रो छवि के होला ? जनताको स्वास्थ्यमाथि यसरी खेलबाड नगरियोस्। रगतमाथिको भ्रष्टाचार बन्द गरियोस्। यस विषयको आकस्मिकता र संवेदनशीलतालाई मनन गरी यथाशीघ्र समाधानका कदम चलाउन म सरकारलाई अनुरोध गर्न चाहन्छु।
