नेपाली कांग्रेस केन्द्रीय कार्यसमितिको श्रावण २३ देखि भाद्र १६ गतेसम्म संचालन भई बैठकबाट निर्णय भएको निर्णय नं. ४ विदेशस्थित जनसम्पर्क समितिको सम्बन्धमा विधानको धारा १४ (४), (५) र (६) लाई निलम्वन गर्ने निर्णयले केही दुविधा सृजना हुन आइरहेको सन्दर्भमा उक्त दुविधालाई स्पष्ट पार्न वाञ्छनीय भएकोले आज मिति २०८१ चैत्र १० गतेको नेपाली कांग्रेस केन्द्रीय कार्यसम्पादन समितिको निर्णय बमोजिम देहाय अनुसार हुने व्यवस्था विधानको धारा ५० (५) को अधिकार प्रयोग गरी आगामी केन्द्रीय कार्यसमितिको बैठकबाट अनुमोदन गर्ने निर्णय गरिएको छ ।
१. सदस्यता:विदेशस्थित जनसम्पर्क समितिमा २ किसिमका सदस्य हुनेछन:
१. नेपाली कांग्रेसको क्रियाशील सदस्यता
२. जनसम्पर्क समितिको सदस्यता
२. नेपाली जनसम्पर्क समितिको अध्यक्ष, पदाधिकारी वा सदस्य नेपाली जनसम्पर्क समितिको विधानमा व्यवस्था भए बमोजिम नेपाली कांग्रेस क्रियाशील सदस्य वा जनसम्पर्क समितिको सदस्यता प्राप्त गरेको सदस्यमध्येबाट चयन हुन सक्नेछ।
२. (क) माथि उल्लेख गरे अनुसार जनसम्पर्क समितिको सदस्यता प्राप्त गर्न गैर आवासीय नेपाली परिचयपत्र वा गैर आवासीय नेपाली नागरिकता प्राप्त गरेका व्यक्ति समेतलाई वाधा पुग्ने छैन।
३. पार्टीको महाधिवेशन प्रतिनिधि तथा महासमिति सदस्य निर्वाचित हुनका लागि नेपाली कांग्रेसको क्रियाशील सदस्य हुन अनिवार्य हुनेछ।
४. जनसम्पर्क समितिको अध्यक्ष स्वतःमहाधिवेशन प्रतिनिधि तथा महासमिति सदस्य हुने व्यवस्था हटाइएको छ।
५. यो व्यवस्था लागु हुनु पूर्व क्रियाशील सदस्यता प्राप्त गरेका विदेशी नागरिकहरुको हकमा निजहरुले प्राप्त गरेको क्रियाशील सदस्यता जनसम्पर्क समितिको सदस्यतामा रुपान्तरित हुनेछ। साथै, निजले प्राप्त गरेको साविकको क्रियाशील सदस्यतालाई सोही अवधिदेखि पार्टीमा संलग्नताको निरन्तरतामा समेत गणना गरिनेछ।
६. विदेशस्थित नेपाली जनसम्पर्क समितिले अधिवेशनबाट निर्वाचित गरी नेपाली कांग्रेसका क्रियाशील सदस्यमध्ये देहाय बमोजिमको संख्यामा केन्द्रीय महाधिवेशन प्रतिनिधि र महासमिति सदस्य पठाउने छन्।
(क) कम्तिमा एक सय नेपाली कांग्रेसको क्रियाशील सदस्य रहेका जनसम्पर्क समितिको अधिवेशनबाट निर्वाचित केन्द्रीय महासमिति सदस्य एक जना हुनेछन् ।
(ख) पाँच सय वा सो भन्दा बढी नेपाली कांग्रेसको क्रियाशील सदस्य रहेका जनसम्पर्क समितिबाट सात जना केन्द्रीय महाधिवेशन प्रतिनिधि र केन्द्रीय महाधिवेशन प्रतिनिधिमध्येबाट तीन जना केन्द्रीय महासमिति सदस्य हुनेछन ।
(ग) दुई हजार वा सो भन्दा बढी नेपाली कांग्रेसको क्रियाशील सदस्य रहेका जनसम्पर्क समितिबाट चौध जना केन्द्रीय महाधिवेशन प्रतिनिधि र केन्द्रीय महाधिवेशन प्रतिनिधिमध्येबाट छ जना केन्द्रीय महासमिति सदस्य हुनेछन ।
पार्टी केन्द्रीय कार्यसमितिले विदेशस्थित जनसम्पर्क समितिबाट केन्द्रीय महाधिवेशन प्रतिनिधि संख्या तोक्दा एउटा देशबाट बढीमा चौध जना र केन्द्रीय महासमिति सदस्य तोक्दा छ जना भन्दा बढी तोक्न सक्नेछैन।
