गैरआवासीय नेपाली संघ (एनआरएनए) को १० औं महाधिवेशन गर्नको लागि सर्वोच्च अदालतको फैसलाबाट बनाइएको उच्चस्तरीय समितिका संयोजक तथा पूर्वअध्यक्ष, पूर्व प्रमुख संयोजक डा. शेष घलेको अध्यक्षतामा जनवरी १९, २०२५ आइतबार बसेको ५ औं बैठकले महाधिवेशनको लागि कार्यविधि (TOR) सहित विभिन्न निर्णय पारित गरेको छ।
बैठक परराष्ट्र मन्त्रालयका प्रतिनिधिको समेत सहभागितामा सम्पन्न भएको हो। बैठकका निर्णयहरु सहित एनआरएनएका बिश्व भरिका सबै राष्ट्रिय समन्वय परिषद (एनसीसी) हरुलाइ महाधिवेशन र थप निर्देशन सहित इमेल पठाइएको छ। एनसीसी भन्नाले संबन्धित देशमा एक या एक भन्दा बढी अस्थित्वमा रहेका सबै एनसीसीहरु हुन्।

महोदय,
गैरआवासीय नेपाली संघ सन् २००३ मा स्थापित भई हालको अवस्था सम्म आईपुग्दा विश्वभर रहेका नेपालीहरूको एकता,सशक्तिकरण र नेपालको समृद्धिका लागि योगदान पुर्याउने उद्देश्यका साथ अगाडि बढिरहेको यहाँहरुलाई अवगत नै छ ।
यस संस्थाले विपतको समयमा नेपाल सरकारलाई सहयोग पुर्याउदै आएको छ । संस्थामा पछिल्लो समय विकसित घटनाक्रमले विवाद उत्पन्न भई एनआरएनए विवाद समाधान तथा दशौ अन्तराष्ट्रिय महाधिवेशन गर्नको लागि रिट नं. ०७९–WO–१५०७ को मुद्दामा मिति २०८०।१२।२१ मा सर्वोच्च अदालतबाट परमादेश जारी भएको थियो ।
यस आदेशमा बुँदा नं. ३९ मा उल्लेख गरिए बमोजिम संघको एकता र गरिमा कायम राख्नको लागि उच्चस्तरीय समितिको गठन र उक्त समितिको जिम्मेवारी समेत तोकेको अवस्थामा उच्चस्तिरिय समितिले आफ्नो कार्य प्रारम्भ गरिसकेको व्यहोरा यहाँहरुलाई अवगत गराउन चाहन्छौ ।
उच्चस्तरीय समितिले कार्यको सहजताका लागि विभिन्न उपसमितिहरू गठन गरि र कार्य विभाजन समेत गरेर अगाडि बढिरहेको छ । समितिले हालसम्म निम्न उपसमितिहरू गठन गरेको छ ।
१. एनआरएन समन्वय उपसमिति।
२. TOR तयारी समिती।
३. सचिवालय समिती।
४. अन्तराष्ट्रिय महाधिबेसन मुल तयारी समिती।
५. NCC महाधिवेशन समन्वय उपसमिति।
६. निर्वाचन अनुगमन उपसमिति।
७. सदस्यता तथा प्रतिनिधि छनोट समिती।
८. निर्वाचन समिति
९. बिधान तयारी समिती।
१०.आर्थिक समिती।
११. प्रचार प्रचार समिती।
उच्चस्तरिय समितिको पाँचौ बैठक सम्म आईपुग्दा TOR लाई अन्तिम रुप दिई अन्तराष्ट्रिय महाधिवेशन गर्ने तयारीमा पुगेकोले यहाँहरुले आ-आफ्नो देशमा समयमा नै साथिहरुलाई सदस्यता अपडेट गर्न सूचित गरि NCC को निर्वाचन सम्पन्न गरी ICC मा जाने साथिहरुको समेत निर्वाचन सम्पन्न गर्नुहुनेछ र नेपालको राजधानी काठमान्डौमा प्रत्यक्ष उपस्थितिका साथै प्रत्यक्ष मतपत्रद्धारा हुने दशौं अन्तराष्ट्रिय महाधिवेसनमा समेत बढि भन्दा बढि सहभागिताको लागि पहल गर्नुहुनेछ भन्ने विश्वास लिएका छौ ।
उच्चस्तिरिय समितिद्धारा पारित TOR यसैसाथ संलग्न गरि पठाएका छौ । त्यसमा निर्दिष्ट समय तालिका बमोजिम यहाँहरुले कार्य गर्नुहुनेछ भन्ने विश्वास लिंदै यस उच्च स्तरीय समिति तपाईहरुको भावना अनुसारको एकतावद्ध एनआरएनए निर्माण गर्न कटिवद्ध रहने व्यहोरा समेत अवगत गराउन चाहन्छौ ।

१. कुनै पनि एनआरएनहरुले आफ्नो देशमा एनसीसी नभए या सदस्यता नदिए, नखोलेमा अन्तराष्ट्रिय पोर्टलमा गएर सदस्यता लिन सक्नेछन। नविकरण पनि गर्न सक्नेछ।
१. सदस्यता लिने नवीकरण गर्ने म्याद- फेब्रवरी १ देखि २८ सम्म
२. एनसीसी महाधिवेशन र निर्वाचन – मार्च १ देखि १५ सम्म
३. एनसीसीहरुले महाधिवेशन नगरे या सम्पन्न गर्न नसके पनि सदस्यहरुले अन्तराष्ट्रिय महाधिवेशनमा भाग लिन पाउनेछन।
४. एक भन्दा बढी एनसीसी भएका देशहरुमा सबैको समान अस्थित्व हुनेछ। सबैले आयोजक समिति मार्फत एकिकृत राष्ट्रिय महाधिवेवेशन गर्नुपर्नेछ।
५. अन्तराष्ट्रिय महाधिवेशनमा प्रतिनिधि हुने व्यक्तिले तोकिएको डकुमेन्ट पेश गर्नुपर्नेछ।
