नेपाल विद्युत प्राधिकरणका निर्वतमान कार्यकारी निर्देशक कुलमान घिसिङले बक्यौता असुली गर्ने आफ्नो प्रयास नै पदबाट हट्नुपर्ने मुख्य कारण बनेको बताएका छन् ।
शुक्रबार काठमाडौंमा पत्रकार सम्मेलन गर्दै उनले प्राधिकरणले चार पटकसम्म लाइन बिच्छेद तथा अन्य विकल्प समेत अवलम्बनगरी बक्यौता असुलीको प्रयास गर्दा माथिल्लो निकायबाट नै अवरोध सृजना भएको बताए । उनले लाइन बिच्छेदगरी बक्यौता असुली गर्ने सहमतिको लागि आफूले विद्युत नियमन आयोगलाई पत्रचार गर्ने बित्तिकै पदबाट हटाउने निर्णय भएको जानकारी दिए ।
उनले भने, प्राधिकरणले चार पटकसम्म लाइन बिच्छेद तथा अन्य विकल्प समेत अवलम्बनगरी बक्यौता असुलीको प्रयास गरिरहेकोमा पटक–पटक माथिल्लो निकायबाट नै अवरोध सृजना भएको कुरा सबैको जानकारीमा छ । लाइन बिच्छेदगरी बक्यौता असुली गर्ने सहमतिको लागि मैंले विद्युत नियमन आयोगलाई २०८१ चैत्र ११ गते पत्रचार गरेको थिए । त्यसलगत्तै मलाई बर्खास्त गर्ने निर्णय भयो। बक्यौता उठाउने प्रयास नै म पदबाट हट्नुपर्ने मुख्य कारण बनेको छ।
त्यस्तै उनले नेपाली जनतालाई भरपर्दो गुणस्तरिय पर्याप्त र सुरक्षित विद्युत आपूर्ति उपलब्ध गराउने राष्ट्रसेवक कर्मचारीलाई निरुत्साहित एवंम अपमानित बनाउने दुरासय सफल भएकोमा कतिपय व्यक्ति समुह र शक्तिले आफूलाई सफल ठानेको बताए । नेपाली जनताले दिएको स्नेह र आर्शिवादले आफूलाई हार्न नदिएको उनको भनाई छ ।
उनले भने,‘नेपाली जनतालाई भरपर्दो गुणस्तरीय पर्याप्त र सुरक्षित विद्युत आपूर्ति उपलब्ध गराउने मुख्य उद्देश्यलाई इमान्दारीपूर्वक पूरागर्ने क्रममा खटिरहेको राष्ट्रसेवक कर्मचारीलाई निरुत्साहित एवंम अपमानित बनाउने दुरासय सफल भएकोमा कतिपय व्यक्ति समुह र शक्तिले आफूलाई सफल ठानेको होलान तर नेपाली जनताले दिएको स्नेह र आर्शिवादले मलाई हार्न दिएको छैन ।
नेपाल विद्युत प्राधिकरणको कार्यकारी निर्देशकबाट मात्र बिदा भएको भन्दै एक जिम्मेवार नागरिकको रुपमा मेरो काम कर्तव्य र अविभारा कहिल्यै कम नहुने प्रतिबद्धता उनले जनाए। नेपालको कानुनले निर्दिष्ट गरेको काममा खटिएको एक कर्मचारीमाथि राज्यको सम्पूर्ण शक्ति नै खनिएको उनको गुनासो छ। तर त्यसबाट आफू कदापी उत्तेजित र हतोत्साहित नहुने पनि उनले बताए ।
