आम नेपाली समुदाय र बिश्वका नेपाललाइ चासो राख्ने देशका केहि व्यक्तिहरुलाइ प्रष्ट रुपमा थाहा छ नेपालको वर्तमान खड्गप्रसाद ओलीको सरकारले हद भन्दा नाघेर राष्ट्रिय स्वतन्त्र पार्टी (रास्वपा) र यस पार्टीका सभापति रवि लामिछाने माथि हद भन्दा पनि तल गिरेर लागि दबाउन लागि परेको छ।
पहिलो कुरा त संसदमा सबैभन्दा ठुला दुइ दल नेपाली कांग्रेस र नेकपा एमालेको सरकार बन्नु प्रजातन्त्रको बिरुद्धमा छ। अर्को तर्फ केवल कांग्रेसका महामन्त्री गगन थापा पक्ष र एमाले सिंगो पार्टी बाहेक आम नेपालीहरु यो कांग्रेस-एमाले सरकारबाट संतुष्ट छैनन।
स्वयं कांग्रेस सभापति शेरबहादुर देउबा नै सन्तुष्ट भएनन त्यसैले पछिल्लो हप्ता मन्त्रीहरुलाइ बोलाएर हपारे। बिशेष गरी प्रधानमन्त्री ओलीका हली बनेका गृहमन्त्री रमेश लेखकप्रति। त्यहि कारण नागरिक असन्तुष्टि बढेर हात-पातमा उत्रनु। कसैमाथि पनि हातपात हुनु अस्वीकार्य कुरा हो तर यो अवस्था आउने कारक तत्व चाही वर्तमान सरकर नै हो।
यो भन्दा पहिला तिनै ठुला दलहरुको मुल्क्यांकन चाहिं रास्वपा सभापति रवि लामिछानेलाइ थुनिदियो भने रास्व पार्टी सक्किन्छ अनि आफूहरु जोगिइन्छ भन्ने थियो। तर त्यसो भएन।
नतिजामा सरकार नाङ्गियो रास्वपा र झाँगियो। एक्ला लामिछाने जुद्धा उनलाई मुद्धा माथि मुद्धा लगाइयो। यसबाट सभापति लामिछानेले दुख पाएपनि उनको पार्टी भने झन् खारिंदै गयो। प्रतिफलमा आउने २०८४ को निर्वाचनमा सबैभन्दा ठुलो पार्टी हुने अवस्था सर्वत्र देखियो। यसैको पिडाले कांग्रेसले सरकार फेर्ने नीति लियो।
गुदी कुरा
१. कांग्रेस, एमाले र माओवादी तिनै दल नेपालमा भ्रष्टाचार गर्नमा चुर्लुम्म डुबेका छन्। तिनै दलले आफ्नो दललाई अप्रजातान्त्रिक रुपमा चलाएर। देशलाई मिलिजुली लुटे। देश र नागरिकलाई झन् दुखि बनाए।
२. जब रास्वपाको स्थापना भयो। पिडित र असन्तुष्ट नागरिकले साथ दिए। फलस्वरुप स्थापनाको ६ महिनामा नै संसदमा २७५ सिटको नेपालको संघिय संसदमा २१ सिट ल्याएर चौथो ठुलो दलमा स्थापित भयो।
३. यति मात्र होइन रास्वपाले सरकारमा नै गएर उदाहरणीय काम गर्यो। झन् चर्चा कमायो। नागरिक खुसी भए। फेरी कांग्रेस एमालेहरु बिच्किए।
४. एमाले, कांग्रेस र माओवादीले रास्वपा सिद्धयाउने योजना स्वरुपम नागरिकता मुद्दा लगाएर र चितवनको चुनाव खारेज गराए। रवि लामिछानेलाइ संसद र देश बिहिनको नागरिक बनाए। तर पनि लामिछानेले झन् धेरै मत ल्याएर सोहि चितवनको निर्वाचन क्षेत्रबाट जिते। यति मात्र होइन राष्ट्रपति रामचन्द्र पौडेलको पपुलर निर्वाचन तनहुँ क्षेत्रमा डा. स्वर्णिम वाग्लेले रास्वपाबाट जिते। कांग्रेस र एमाले दुबैले लज्जास्पद रुपमा हारे।
५. दोश्रो पटक सरकारमा गएको रास्वपाले झन् उल्लेखनीय काम गर्यो। शिक्षा मन्त्रालयमा देखिएको डुबानलाइ योजना सहित अन्य मनात्रयलमा पनि राम्रा काम गर्यो। गृहमनत्रालय लिएका लामिछानेले सयौं अरबको भ्रष्टाचारका फाइल तयार पारे।
६. यसबाट एमाले, कांग्रेस र माओवादी पनि तर्सिए। कांग्रेसले रविलाइ प्रधानमन्त्रीको अफर दियो तर उनि गएनन। अनि एमालेलाइ चिठ्ठा स्वरुप सरकार सुम्पियो। ठुलो दल भएर पनि कांग्रेस लुरे दर्जामा बस्यो।
७. यो खड्गप्रसाद ओलीको सरकार भनेको आफ्ना भ्रष्टाचार लुकाउन, गगन थापाको हठ पुरा गर्न, कान्तिपुर लगायतका पावर ब्रोकरहरुलाइ शक्तिमा राखेर कमाइ खान अनि रास्वपा दबाउनकै लागि बनाएकाले त्यसै अनुसार राज्य शक्ति खर्चेर काम गर्न थाल्यो।
८. यसैको नतिजा हो कान्तिपुरले लेख्ने, अरुले भुक्ने अनि सरकारले त्यसै गर्ने भएको देखियो।
तर भयो के ?
१. जिल्ला जिल्लामा रविलाई जन्ती लगिन्छ भन्ने कान्तिपुरको लेखन, एमाले सांसद सुर्य थापाकै बोली सरकारले पछ्यायो। कास्की, काठमाण्डौ, चितवन, लगायत ५ जिल्लामा मुद्धाको नाममा ८४ दिन सम्म रविलाइ हिराशतमा राख्यो। चितवनमा लामिछानेलाइ कस्टाडीमै हातपात गरियो।
२. बिचमा कान्तिपुरले बनाइदिएको प्रमाण प्रहरीले नै किर्ते सावित गरिदियो। तर पनि सरकारी वकीले त्यसैलाई मान्दै गए। बिस्तारै सबै जिल्लामा मुद्धा फितला हुँदै गए। कास्की र काठमाण्डौ जिल्ला अदालतको थुन-छेक फैसलाले बाँकी जिल्ला पनि प्रभातिव हुने र सरकारी नियत किर्ते प्रमाणित हुनेभयो।
३. हतासिएको सरकारले सड्यन्त्र असफल हुने देखेर पुनरावेदन अदालत कास्कीमा थप मुद्धा दियो। यो अर्को अभियान हो बाँकी पाटन उच्चमा पनि मुद्धा हुन सक्छ। यो प्रयास भने लामिछानेलाइ यो जुनीमा बाहिर आउन नदिनकै लागि हो।
